Search and analyze bidding/tender information across Chinese government procurement and third-party bidding platforms. This skill should be used when the user wants to: search for bidding announcements on a specific topic or industry, analyze bid winning patterns (winning companies, winning prices, market trends), evaluate business opportunities in public procurement, or monitor competitors bidding activities. Bid Search Analysis

Overview

Search bidding/tender information across Chinese government procurement networks and third-party bidding platforms, then analyze trends, winning companies, and winning prices to help users discover business opportunities and make informed bidding decisions.

Trigger Conditions

Activate this skill when the user:

  • Asks to search for bidding/tender announcements on a topic or industry
  • Wants to analyze who won bids, winning prices, or market trends
  • Seeks to evaluate whether a procurement opportunity is worth pursuing
  • Mentions keywords: 招标, 中标, 竞标, 采购, 投标, 标讯, 招采, 商机
  • Wants to monitor competitor bidding activities

Workflow

Step 1: Clarify Search Parameters

Before searching, confirm the following with the user (ask only what is not already clear):

  • Topic/keywords: What subject, product, service, or project type? (e.g., "smart campus", "security monitoring", "cloud migration")
  • Time range: Recent 3 months, 6 months, 1 year, or a specific period?
  • Region: Nationwide or specific provinces/cities?
  • Search scope: Bid announcements (招标公告), winning results (中标结果), or both?
  • Budget range: Any minimum/maximum project budget?

If the user's request is already specific enough, proceed without asking.

Step 2: Build Search Queries

Construct multi-angle search queries based on the topic. Refer to references/data_sources.md for platform-specific query strategies.

Query construction principles:

  1. Combine the core topic with procurement-related terms:

    • For bid announcements: "{topic}" 招标公告 OR 采购公告 OR 竞争性磋商 OR 询价
    • For winning results: "{topic}" 中标公告 OR 中标结果 OR 成交公告
    • For project budgets: "{topic}" 预算 OR 金额 OR 控制价
  2. Add regional qualifiers if specified:

    • "{topic}" {province/city} 招标
  3. Add time qualifiers for recent results:

    • "{topic}" 中标 2024 OR 2025
  4. Use multiple keyword groups in WebSearch query_keyword_groups to cover different phrasings simultaneously.

Step 3: Multi-Channel Search

Execute searches across the following channels. Refer to references/data_sources.md for detailed platform information and search URLs.

Channel A: Government Procurement Network

Search the national and provincial government procurement websites:

  • Use WebSearch with site-targeted queries:
    • site:ccgp.gov.cn "{topic}" 招标
    • site:ccgp.gov.cn "{topic}" 中标
    • site:ccgp-********.gov.cn "{topic}" 招标 (provincial sites)
  • Use WebFetch to retrieve detailed content from specific announcement pages.

Channel B: Third-Party Bidding Platforms

Search aggregated bidding information from third-party platforms:

  • Target sites: chinabidding.cn, bidcenter.com.cn, caigou2003.com, etc.
  • Use WebSearch with site-targeted queries:
    • site:chinabidding.cn "{topic}"
    • site:bidcenter.com.cn "{topic}"
  • Use WebFetch to extract structured data from result pages.

Channel C: General Web Search

Use broad WebSearch to catch announcements on less common platforms:

  • "{topic}" 招标公告 中标结果
  • Use query_keyword_groups to search multiple phrasings in one call.

Search execution tips:

  • Run multiple WebSearch calls in parallel when queries are independent.
  • For each promising result, use WebFetch to extract the full announcement content.
  • Aim to collect at least 10-20 relevant records for meaningful analysis.

Step 4: Extract and Structure Data

From each fetched announcement page, extract the following fields into a structured data collection. Save as JSON for processing by the analysis script.

Required fields for each record:

Extraction tips:

  • Budget and winning amounts may appear in various formats: "预算金额:500万元", "中标金额:450.00万元", "控制价:5000000元". Normalize all to yuan (integer).
  • Company names may have suffixes like "有限公司", "股份有限公司", "有限责任公司". Keep full names for accuracy.
  • If a field cannot be found, set it to null rather than guessing.

Step 5: Run Analysis

Once data is collected and structured, perform three types of analysis. Refer to references/analysis_guide.md for detailed methodology.

5.1 Trend Analysis

  • Time trend: Count bids by month/quarter to identify seasonal patterns.
  • Regional distribution: Count bids by province/city, identify hot regions.
  • Procurement method distribution: Public tender vs. competitive consultation vs. inquiry.
  • Budget scale distribution: Group by budget ranges (e.g., <100K, 100K-1M, 1M-10M, >10M).

5.2 Winning Company Analysis

  • Winner ranking: Top companies by number of wins and total winning amount.
  • Market concentration: Calculate HHI or top-5 market share to assess competition level.
  • Company background: Use the qcc-company MCP tool to look up company registration info, registered capital, business scope, and key personnel for top winners.
  • Geographic match: Whether winners are local to the procurement region.

5.3 Price Analysis

  • Price range: Min, max, median, mean of winning amounts for similar projects.
  • Discount rate: Where both budget and winning amount are available, calculate (budget - win_amount) / budget to assess price competition intensity.
  • Price benchmarks: Establish typical price ranges for specific project types to inform future bidding strategy.

Using the Analysis Script

When 5+ records have been collected, save them as a JSON file and run the analysis script:

python scripts/bid_analyzer.py <input_json> --output <output_html>

The script generates an HTML report with charts and tables. See references/analysis_guide.md for the JSON input format specification.

Step 6: Business Opportunity Assessment

Based on the analysis results, provide an opportunity assessment:

Opportunity Score (1-5 stars):

Evaluate each factor and assign an overall opportunity rating:

Actionable recommendations:

  • List 3-5 currently open or upcoming bid opportunities matching the topic.
  • For each opportunity, note: project name, buyer, budget, deadline, source URL.
  • Suggest a competitive price range based on historical winning prices.
  • Identify potential partners or competitors based on the company analysis.

Output Format

Produce a comprehensive analysis report containing:

  1. Executive Summary (1 paragraph): Key findings and opportunity rating.
  2. Market Overview: Total bids found, time range, geographic coverage.
  3. Trend Analysis: Charts showing time trends, regional distribution, budget distribution.
  4. Winner Analysis: Top winners table with company details and market share.
  5. Price Analysis: Price ranges, discount rates, benchmark prices.
  6. Opportunity Assessment: Opportunity score with factor breakdown.
  7. Recommended Actions: Specific bid opportunities to pursue.
  8. Data Appendix: Full data table of all records collected.

When the analysis script is used, it generates an HTML report (charts + tables). Supplement with narrative insights and recommendations in the response text.

Important Notes

  • All amounts should be in CNY (yuan). Convert "万元" to yuan by multiplying by 10,000.
  • Government procurement data is public information; no privacy concerns.
  • Some third-party platforms may require login to view full content. If WebFetch returns limited content, try searching for the same project title on ccgp.gov.cn.
  • When using qcc-company for company lookups, search by the exact company name extracted from the winning announcement.
  • Date ranges in search queries should account for the current date to ensure relevant results. Use the current year and recent months.
  • If search results are sparse, broaden the topic keywords or extend the time range before concluding that the market is small.
