Step 4: Review for IM Compliance
Analyze each IM-relevant file, starting with the scoping step (Step 4.0), then the four compliance categories.
Step 4.0: Classify Models — Business Value vs. Transitory
Before applying Category A or B, classify each model/table in scope:
- Business-value record — information that grounds a decision or documents a program activity, service transaction, or accountability obligation (DSD s. 4.4.10 requires "identifying information of business value"). Examples: applications, cases, decisions, permits, payments, correspondence of record.
- Transitory/operational data — information of no further business value at the end of its immediate usefulness (cf. the transitory-records definition in LAC Multi-Institution Disposition Authorization DA 2016/001). Examples: sessions, auth tokens, caches, background-job/queue tables, join tables, lookup/reference tables.
Use the im.transitoryPatterns config key to mark models as transitory and im.businessRecordPatterns to force business-value classification. When in doubt, classify by reading the model's fields and how the application uses it — not by name alone.
Apply Category A (metadata baseline) and the ❌ Fail branch of Category B only to business-value records. Always report the classification you assigned in the findings so users can correct it.

Category A: Metadata Baseline
Rule (baseline, indicative): The GC does not mandate specific database columns. However, LAC's Operational Standard for Digital Archival Records' Metadata (effective 2023-11-16), made mandatory via the TBS Metadata Reference Standard for Digital Archival Records (effective 2025-06-23, under s. 4.3.1 of the Directive on Service and Digital), defines 12 system-agnostic mandatory metadata concepts for records of archival value — including Record identifier, Creator, Date/time, Language, and Classification code. Category B: Retention & Disposition Logic
Rule: Records of business value require retention periods (DSD s. 4.4.7) and a documented disposition process with regular disposition activities (DSD s. 4.4.8). Disposition — including authorized destruction — is something GC policy expects to happen: a LAC Disposition Authorization "permits" the destruction of records (or requires their transfer to Library and Archives Canada, or agrees to their alienation). Under the Library and Archives of Canada Act (S.C. 2004, c. 11), s. 12, no government record may be destroyed without the written consent of the Librarian and Archivist; the Privacy Act (R.S.C. 1985, c.
